2020-08 AAG and ANUHD submissions accessible housing RIS

In 2017, the Building Ministers’ Forum (BMF), with the support of the Council of Australian Governments (COAG), directed the Australian Building Codes Board (ABCB) to undertake a regulatory impact analysis on the possible inclusion of accessibility requirements for housing (Class 1a buildings and Class 2 apartments) into the National Construction Code (NCC).

In response to this directive, the ABCB undertook extensive consultation in 2018 with the release of an Options Paper that sought stakeholder input into the objectives, options and terminology to inform the development of a Consultation RIS. The ABCB engaged the Centre for International Economics (CIE) to develop the Consultation RIS. In line with the direction from the BMF, the regulatory options assessed by the Consultation Regulation Impact Statement (RIS) are based on the Livable Housing Design Guidelines (LHDG) Silver-level and Gold-level specifications, as well as a ‘Gold-plus’ specification developed through stakeholder consultation.

AAG supports ANUHD Submission to the Consultation RIS

AAG is a member of the Australian Network for Universal Housing Design (ANUHD) and supports the ANUHD submission in response to the Consultation RIS (dated 25 August 2020). AAG supports and reiterates the detailed feedback on the Consultation RIS provided by ANUHD in this submission.

AAG supports the implementation of both of the following options presented in the Consultation RIS:
- Option 2: Accessibility standard, broadly reflecting LHDG gold standard, in the NCC applying to all new Class 1a and Class 2 buildings, AND
- Option 5: A subsidy program to encourage additional availability of accessible rental properties

AAG and ANUHD’s preferred options are line with the Dalton and Carter 2020 report Economic advice prepared to assist with responses to the Consultation Regulation Impact Statement on minimum accessibility standards for housing in the National Construction Code.
